This initiative of the "Young Democrats of Tuscany" has the to promote an agreement between the Regional for the right to Education and the Region of Tuscany, which allows all students far from home, enrolled in universities in Tuscany, free use of general medical services (clinic and home visits, prescription drugs) in common other than their residence, without having to give up their family doctor.

Hello everyone,

begin by giving a bit 'of numbers. In Italy we have 65,067 prisoners, of whom less than half the defendants and the rest (33,247) convicted. Of these 24,152 are immigrants and it is remarkable that the number of defendants held among immigrants exceed those convicted of nearly four thousand prisoners, among Italian citizens, while the number of prisoners sentenced to nearly six thousand units more than the accused prisoners.
In short, Italy has a large prison population, which often leads to overcrowding and difficulties in management. For this reason, a few days ago, January 13, the government said the state of national emergency. Accordingly, in paragraph 219 of the Finance Act 2010 has been allocated five hundred million for prison facilities, or providing for the construction of new facilities or increasing the capacity of existing ones. In particular, it is planned the construction of forty-seven new pavilions flanked by structures already present in the territories. In all this, it is also planned to take some units as Penitentiary Police. All this means that something is served to the protests, the commitment and determination of so many citizens, local institutions, the prison officers ... All this is not enough. The creation of new halls is really dangerous, if not rational: I think I can say right now that such a solution should not be at all good for the House of Imprisonment for San Gimignano. I ask in the first instance to add the following two corrections to the motion. Enter in the conclusion of the seventh paragraph the phrase "as evidenced in a letter to Mayor James Bassi Minister Angelino Alfano," and inserted at the end of the motion, "despite the small signal data in approving the 2010 budget, which we hope will be only one base start of a new and more effective government intervention on the issues at stake. "
All this is not enough, I said. The situation shown in Motion remains. We can not consider the prisons as places of storage of toxic waste that our society produces, we can not consider the prisons as places to lock up to make them harmless outcasts, were the same as sending them to a remote desert island. We can not regard the prison at a cost to be optimized for both men and women cram into narrow cells, damaging their rights as human beings. And some simplistic interpretations of the conditions of detainees, however, concern more so after the news events of recent months, allowing time they find. In Tuscany we have 4321 inmates, almost as a municipality of our province. 386 prisoners are held in Siena about. There is a situation that has become intolerable for some time and that our institution can make its commitment and solidarity since the adoption of this motion, which I hope will find convergences also by minorities because it is a problem in our area.
I'll briefly. Firstly, the overpopulation of Ranza. Prison Ranza lives in significant overcrowding. For now we have an overcrowding estimated about 103 prisoners. This means an objective difficulty in guaranteeing a decent standard of living, despite the daily work and commitment of many players and agents. A Ranza there are 306 inmates, with a complexity and a very heterogeneous composition. More than one third, in fact (120 now), are foreigners, fifty and forty North Africans in Europe Europe. This situation makes it even more diverse demands on staff in the prison.

Overcrowding in Siena is calculated in about thirty prisoners. But what is most worrying of hygiene standards. The prison structure is indeed crumbling, untenable under the aspect of sanitation. In addition, location in the center does not help, nor the possibility of intervening in a decisive way on the structure, either in balance security with an external environment mainly based on tourism. On this we must do something.
The sixth point I want to bring to your attention concerns the impossibility, in this condition, often do the work, in particular, implement and keep alive the network of relationships with important groups in the fabric of our country. There are many associations and organizations that are committed to create a solid bridge between prison and society that are able to affect in a decisive way on the return. Support and make the prison a safe place for those who go to work is a primary objective.
Another aspect, the seventh at this point is that the Government has not given detailed and precise answers to precise and detailed questions of local authorities and our MPs. I hope that by the opposition of this council there is a desire to bring this matter to the attention. I hope that on this issue we can do a job together, since we are talking about issues so important to our lives and territories.

The problem of young graduates in architecture, engineering or law is to have a future. Generally, completed the training, are in one of these conditions:

  2. zero euro: many young graduates are unemployed (something new for the technical professions) or are engaged in unpaid work experience alienation in the hope one day to change their status in one of those, not very hopeful, described to follow
  3. employees IVA: many young people open, or better are invited to open registered for VAT and therefore are subject, in fact, an employee continued working relationship but settled through the issue of invoice and without any contract. All this, of course illegal, for sums that amount is around € 500 per month. This condition embodies the negative aspects of fixed-term or project (as even more of them, does not allow to have any future perspective) and the negative aspects typical of VAT (there is no "disease", "pregnancy" "vacation" and you have to load a number of costs such as accountant, health insurance and professional expenses of registration in addition to Social Security that is not included in the fees received)
  4. black employees: no comment

We would like Tuscany did you load these issues, making the promoter of a change in the social culture that relegates young people in marginal roles in the workplace. We would like the Regional Administration promoted a systematic set of fiscal controls in order to bring out all the illegal situation. We want our region to develop a support plan for young workers, made up of social safety nets and training stages waiting for a work placement.

Regarding the second point, we identified a need for local authorities, in agreement with the University, promote training in Project Planning for administrative staff and teachers, and for undergraduates. This is to make affordable all the branches of research (such as the humanities) that have yet to benefit of European funding (often hindered by bureaucratic complexity and design) and that fail to attract private investment for the difficulties of interaction with the business world.

Enrico Rossi, assisted by Patrick Mecacci - Regional Secretary of the Young Democrats, has set out the key points of his election program on the youth policy:

  1. fund for personal development: grant (10,000 € for three-year graduates and 20,000 € for graduates five years) to support training and vocational study such as work experience, specific courses, master both Italy and abroad, or to start a job.   5. professionalizing the civil service: thanks to additional funding provided by existing law, projects are planned in academics, cultural, welfare, environment, combined with forms of support including, for example, subsidized leases

spending for this "youth package" will be 200 million € which will reorganize the youth policy, with European funds and additional resources.
