VII The Commission for Culture and Education of the House on July 26, 2006, approved a resolution on precarious , which commits the Government to four points over the next year planning a recruitment plan for all places available in schools and deregulation of the Table valuation of securities in the first permanent list of AS 2007/2008 with a review of those marks awarded according to the letter h) and point B3).
In the final version is also worth remembering that, on a complaint and request of this association and expressed thanks to the mobilization of the class, has been withdrawn following the proposal by Mr. Rusconi (Olive) Section 4, which was was inserted in the preamble of the resolution and gave a misleading and biased view on the allocation of additional points awarded for certification of legitimate SSIS.
Regarding the debate preceding the adoption of the resolution, we acknowledge that we were able to obtain from the rapporteurs De Simone (Rifond. Com) and Sasso (Olive) the rewording of the text and the assurance by the same proposing that the government and the majority never wanted to reopen a war between the poor nor penalize teachers who are able at the SSIS, in spite of what the text did transpire and some statements out of place. The intervention of Mr. Costantini (IDV), and in this sense, had merit to remember the complexity of the solution of insecurity and the multiplicity of expectations of the large number of participants. It must be recognized, finally, a heartfelt appreciation and thanks for the words and the attention shown by the Hon. Barbieri (UDC) which put in clear and simple terms the problem of exploitation of qualified teachers at the SSIS, as opposed to any hypothesis of their penalty, and the intervention of Mr. Aprea (FI) who emphasized that the associations have been excluded from SSIS precarious informal hearings on this resolution, hoping for a future involvement on the issues of precarious employment and recruitment.
On these last two issues we ask which shares with the majority and the opposition a comparison in this new term, based on its basic premise can be summed up by the words expressed dall'0n. De Simone pages for the Liberation of July 27, 2006: "Teachers specialize in the SSIS and those appointed by the competition have the same dignity and equal rights and as such must be protected."
Until now, compared to about 20,000 teachers eligible precarious contest remained normal in the classification list in 2001 after the latter assumptions, remain in the permanent lists 100,000 qualified teachers increasingly precarious since 2001. There is still no protection, no justice but only for people who have been precarious trained to teach in places available in paper and in reality never materialized. This argument, not surprisingly, is the subject of an appeal by the association representatives in collaboration with the union ANP, presented to the Tar-Sydney to administrative justice is expressed illegality exclusion of qualified teachers at the SSIS ranking, after have passed two selection procedures.
Still today, 12,000 teachers specialized in the SSIS in the current academic year are out of the 3-end rankings permanent unlike the reservists enabled at the same time but following the course of law 143/2004, even finding himself relegated to a 6 the end of block 2 school rankings behind those who do not even have one rating. Some time ago, in the first meeting held by this association with rapprensentanti the Technical Secretariat of the Minister and the Deputy Secretary's Office, has been given assurance of government attention to issues of insecurity in general and in particular the one formed by the SSIS , also echoed by some members of the majority as sen. Soliani, referring at subsequent meetings to define and solve specific issues including the general format of training and teacher recruitment and management of a transitional stage of recruitment.
We reaffirm our resolve to participate in these subsequent meetings, to agree with the majority and the opposition representatives of the tools, time and procedures for resolving a definition of the problems of insecurity and precariousness of SSIS but also an improvement in the Italian public schools and Europe can not ignore the selection and development of its staff, all too often humiliated and unmotivated.
In recent months (certainly before the next budget) expect, therefore:
- a decree authorizing a three-year plan on all the available places in schools taking into account the actual planned retirement;
- a decree that the table and that deregulation is accompanied by a decree of the Minister on scoreboard in the ranking of securities is subject to permanent bargaining with the social partners, and for which we'll publish our tips,
- a decree that healthy injustice perpetrated against enabled SSIS expecting their inclusion in the rankings responsible and qualified for the inclusion of a. a. 2005/2006 in the rankings of the Institute's first band;
- the establishment of a technical committee, which reiterated its willingness to participate, to develop a just and definitive management of the transitional stage of recruitment of teaching staff, and program the new teacher training, before the expiry of the approval of the new decree artist's representative. 5 of Law 53/2003, scheduled for 2008.
